How Long Do Owner-Occupants Get Exclusive Access to HUD Homes?
Owner-occupants get a 15-calendar-day exclusive bidding window on FHA-insurable HUD homes (status IN or IE), reduced from 30 days as of May 30, 2025. Non-insurable homes (status UI) get a shorter 5-day exclusive window. After that, if the home hasn't sold to an owner-occupant, it opens to all buyers, including investors.
The current timeline
| Property status | Exclusive period | Opens to all buyers |
|---|---|---|
| FHA-insurable (IN or IE) | 15 calendar days | Day 16, if unsold |
| Not FHA-insurable (UI/UK) | 5 calendar days | Day 6, if unsold |
This is shorter than it used to be — HUD reduced the FHA-insurable exclusive window from 30 days to 15 days effective May 30, 2025, so if you've read older articles or forum posts referencing a 30-day window, they're describing a policy that no longer applies. Always confirm current timing on the specific listing with your broker, since HUD does adjust these periods from time to time.
Why bidding on day one doesn't help
Within the exclusive window, roughly the first ten days operate as sealed bidding — nobody sees offers until a review date, and HUD generally reviews everything received as a batch rather than rewarding whoever bid first. A strong bid submitted on day nine competes exactly as well as the same bid submitted on day one. What matters is the bid itself once review happens, not your timestamp.
What "exclusive" actually excludes
During this window, only owner-occupant bids are accepted — no investors, no second-home buyers, no non-occupant LLCs or trusts. If you're bidding as an owner-occupant, you're only competing against other owner-occupants, which is meaningfully less competition than the all-bidders period that follows.
What happens right at the boundary
If a home doesn't sell to an owner-occupant by the end of its exclusive window, it automatically opens to all buyer types the next day — no re-listing, no new case number, no separate application. The same listing simply becomes available to investors starting day 16 (or day 6, for non-insurable homes).
Does the countdown restart if the price drops?
HUD periodically reduces list prices on unsold inventory, but a price reduction on a property that's already moved into the all-bidders period does not reopen an owner-occupant-exclusive window. Once a property is out of its exclusive period, it stays open to all buyers regardless of later price changes.
